Baits are a type of alchemical food made with ingredients specially appealing to draconic creatures, they empower their breath weapons, but come with some side effects. They can be offered as presents, disguised inside cattle or presented directly to some overconfident dragons that may want a challenge.
One of the most fearsome abilities dragons have are breath weapons, they can have very widely different shapes and effects, but they usually have Breath in their name, are area effects that cost two actions and cannot be used again in a random number of rounds, but can be recharged by Draconic Momentum or other abilities. In case of doubt, the GM determines what counts as the dragon's breath weapon.
Additionally, any creature can consume bait, but it will only affect dragons with a breath weapon. The GM can choose if an ability possessed by another creature counts as a breath weapon for the requirement of being affected by the bait.
Different dragons will require different kinds of bait, as some can provide huge benefits but, for that particular dragon, the downsides can be negligible. In these cases it may seem like the dragon would want to stash these baits and use them as other potions or elixirs, but doing this could plummet the reputation of said dragon, their name being repeated by their mocking kind for ages.
A dragon that is at least large may consume dragon bait by swallowing the food without using hands and with only one interact action.

This sparkling bait attracts dragons with its shining colors, adding glitter to their breath weapon. For 1 minute after consuming the bait, the breath of this dragon gains the nonlethal trait, but if a creature critically fails the breath's saving throw, it becomes fascinated by the dragon for 1 round.

This fishy or meaty bait hides lots of small bones that can shred throats. The next time the dragon uses their breath weapon, it deals an additional 1d6 piercing damage, but the dragon receives 3d4 persistant bleed damage.

This bait is presented as a soup with the dragons favorite ingredients floating around, it makes the breath more condensed and acting like a liquid, flowing in every direction. For 1 minute after consuming the bait, reduce the radius of the breath weapon by 10 feet if it is a burst or emanation, to a minimum of 5 feet, or the length by 15 feet if it is a line or cone, to a minimum of 10 feet, but creatures cannot benefit from cover against the breath weapon.

This bountiful bait may be too much even for a huge dragon's stomach, but digesting it can be very satisfying. The next time the dragon uses its breath weapon, it can only be used again after 1d10 rounds instead of its normal frequency, unless that would be longer, but when it recharges the dragon gains quickened for 1 round and the action can only be spent as part of using the breath weapon.

This bait uses lots of herbs and additives to make the dragon feel full of energy. For 1 minute after consuming the bait, if the breath weapon deals damage, it deals an additional die of damage, otherwise, it deals 1d4 mental damage on top of its other effects, but if none of the targets receive damage from the breath weapon, the dragon gets stunned 2 and the effects of this bait end as the high ends.

This bait is made with the most spicy ingredients a great cook could find. The next time the dragon uses its breath weapon, it becomes quickened and can only use the action to fly, stride or strike, but cannot use actions with the concentrate trait. This lasts until it can use the breath weapon again or 1 minute, wichever is shorter.
